Drops

I heard that there's a drop % based on the players in the server to counter kiting, ie you won't get 100% drop rates (like 100% of 20% drop rate) if there are less than 9 players in a server. Would like to get this answered as well, otherwise 4-5 man prince runs are semi pointless.

Also, does this rumour effect legendary rates as well if it was true?
