I face this problem all of the time (gearlack as it's called above.) I'm Hvy Longbow/Hvy. Infantry, and as such, I've hit the almighty plateau of gear. Maybe that's just because I am utilizing archery as my primary focus, but I almost never get better gear, I only move laterally for the sake of wanting to look different in-game every once in a while. Let's be honest, for a class like archer, there is no real choice in what to use anyway. You have 1 bow that you can use, and one obvious type of arrow to use. Heck, with the absolute nerfing of the longbow, the choice narrows for an even longer stretch of archer grinding.
I chose to go hybrid so that I could at least have more options with weapons and armor (and to survive a little bit longer at melee,) but it seems that tier 3 really opens up for inf. types - weapons and all kinds of armor - but for archers, there's no real choice in upgrades. Maybe this notion of tier 3 legendaries would make it feel like I actually had some options. If I didn't dual-class, tier 3 archery would still suck, as there are so few things to change up. I dream of getting a fiendish bow, which is useable at tier 3, but in the literal 200+ hours I've sunk into the mod, the only legendary I've had is a grinder helm - which of course was unusable. It's not that I think that everyone should have god-like weapons and armor, but I'm going to be using this damn Khergit bow for the rest of existence. Imagine being a melee-based character and never having the option to try out a new weapon for, oh, 20 or so levels?!
I know I'm kvetching about something particular to archers, and you could argue that I am hvy. infantry, so my melee weapon and armor allows for decent selection, but I'd love to see a bit more "awesome -1" weapons and armor for people who hybridize and will never hit tier 4 in any class. I'll eventually make sniper around level 50, but I wish I wasn't tempted to respec so often because of gearlack and jealous pining over non-hybridized people who are at the same level as me. Hybrids are a great addition to make balanced characters the way a player wants to, but in the end, there is too much emphasis on hitting tier 4 to finally get weapons that matter and armor that looks decent and protects you, too. Every hybrid player must hit this wall sooner or later, and the mod feels imbalanced gear-wise to tier 1s (lots of choice) and tier 4s (awesome gear and legendaries.) Second and (primarily) third tiers tend to get lost in the shuffle.
