Well, I guess one of the reasons some ppl do not bring support items is that they are low on their priority list. They tend to get good weapons and armour first to be successful in fight and stay alive. After they get what they believe is good enough they start to save money for support. Also concerning the assist xp disposition, ppl first use assist xp to level up the char and then later they convert it into support class xp, so before they get their char to a certain level they simply can't equip higher tiers support items...
