I actually like the idea of 2x(or 3x?) shc. Make them cost the same amount as walls - could be a nice alternative that allows for more diverse base builds instead of the usual pile of walls.
As for the tomes 3x would definitely affect game balance - but the 1x that twenties suggested which contains some sort of gimp seems perfectly fine.
No it wouldn't make any difference at events because everyone already has normal tomes, but this game isn't just events and balance shouldn't only be offered to the rich. If you guys actually played pub runs consistently then you'd understand woody's argument & why something should be opened up for people without 10 legendary loots(says me right :p).
