Trying to get as much done as possible before classes and my new job start
For your item stat concerns, legendaries are still stronger. Length values for the 1h still matter. The legendaries just have a smaller gap over high tier house craftable weapons as intended. This is in part to counteract how common certain legendaries are and set up a wider diversity between common and uncommon legendaries. This is also linked to how many different classes can use the items in question. For example the Fell Edge (usable by all but Pikeman T4) is very close to the house crafted one, but items like the Fang and especially the Illustrious have a larger gap. Same for the Warden locked bow. These new items and many of the stat changes are to reinforce class restrictions having an impact on the stats of an item.
And yes, most of the new legendaries are more hero specified
As far as stronger bots, I suppose we'll see in the near future.
This also helps with making decisions about which class to pick and gear up more important. Example: You can have a Ranger with a Fiendish and some strong armor, or a Warden that can use the much easier to get Huntress with very different but not significantly worse stats, but not be able to access the stronger armors.
