I believe the system is in place to prevent rapid ascension. Aka your answer will be "No."

Not that it matters too much, you can always get someone else to craft your shit.

I do expect the answer to be no as it a change that not needed form 1st look.

+ lvl up a little faster
+ Dose not over flow the market with Chain links,Construction Tools,Processed Wood
+ Makes the Hm go up in price by bit and Oil,Armour Plate,Blade Shard go down (not sure about that but could see it happening with inflation)

Was a cool idea and i think most or all people would be happy with it.
