It doesnt feel like it tho, the Bonus to shield breaking makes it less useful on hard and Ragnarok. Ontop theres still the size argument, which makes the Bulwark superior, even if the resistance balances out the Hit points. If they are supposed to be equal stats wise, the Impervious definitly needs a buff.
