i think this system is the equivalent to having the boss drop the contents of the box as a 100% chance really.

This is actually true. Perhaps it makes more sense that way. I suggested it this way so it could have some sort of minigame aspect of it OR people would sell the chests on AH or just make opening events after getting hundreds of those.
