well shielders/inf currently are being used, isn't the issue more that they cant do much else (surplus inf sitting around waiting for admin to tell them to be useful)?
If this is the case nerfing cades would increase the number of shielders, but would it really give those surplus inf anything more to do, or stop them from being present?
