I speak bad English and perhaps the translator got it wrong. The idea is that the Horse runs to you when you make a whistle

I know but you said if your level is too low it will only work on ponies. So you want it to spawn in a spare pony if there is no one around?

He maybe just didn't realise that there are no more small ponys. He means that you can only whistle for a horse that is on your riding skill which makes no sense because you join the round with your own.
