Swadian February Tournament

Like the last tournament, this tournament will use best of five single eliminations.  Unlike the previous tournament, the winner will be decided based on the number of wins you get across all three regions!  

I am not sure I followed how the system works here, but I'll try to come to all 3 anyway. 

So imagine a person participating in 2 regions, ending up with 10/10 wins, and another who has participated to all 3 regions and has 10/15 aswell. How do you select who is more elligible between these two?

They will have the same amount of points. Everyone can participate in all regions, so it's up to you how many chances you have. At least it was this way last time.
