should the item stats be based on its colour, or is the colour just a general indicator of its tier?

AGS/Dwraf Axe/VGS (tr1) - Locked to "tr4"
Dur (tr2) - Locked to "all heroes" 
Legacy (tr3) - Locked to 1-3 heroes

Should be expected each "tr" to get better in stats



A better example would have been the bows going from tr4 to Warden.
