You are commando or sharpshooter, not a sharpshooting commando, yet an infantry can still pick a crossbow and shoot. He will just be just bad at it.
Saw Killing floor brought up as a comparison sometimes, just see the welding: the designated class (support specialist) will be much better/faster at welding doors, but anyone can still do it if necessary.
Give the same treatment to engineering, allow everyone to build, and work around the building speed.
Basically, if you really want to balance the classes, make cading a hassle for non-engineers ( like 10-15s per cade ), but not an impossibility.
