I think they already said that it´ll be a while anyways until NI is out in Bannerlord.

Correct. As far as we know, modding tools made by the developers will not be given out until after early access.

But those are only the official modding tools, so someone will probably make a decompiler or OpenBRF substitute or find some way in to the modding tools anyways. It's more of a 'wait and see' situation.
