The infantry upgrades give mild throwing wpf, and some power throw as well. As Sargeant I have 60 wpf and 3 power throw.
The archery upgrades also give mild throwing wpf and some power throw.
So really you'll have to progress in both trees for any significant increases in throwing skill. And with the level cap, you'll probably only max out at around 120 wpf and 5 power throw.
