Changes to horse armour

I've got a suggestion regarding horse armours.

Since horses are already immortal they don't need any armour. Horse charge doesn't damage the enemies and so the armour only slows you down and decreases your maneuver stat. And so pretty much nobody uses hourse armours currently.

Here is my suggestion: Why not make the horse armours entirely cosmetic? Remove the speed and maneuver penalties and only keep their looks - because If you ask me, they really do look cool and it's a shame nobody uses them.
