Single hero locked stuff is 3* the base, multiple hero stuff is 2* the base (e.g. Legacy 9, Mercy 6) and the lowest tier (VGS 3) is the base price for said item category.

As defender boots are the only one-hero-locked boots it makes sense that they are 3 essence and not 2 (like every other boots) - the wiki should be updated (I forwarded the post to Julianator).
