Minimum recruiting level: Tier 2, doesn't matter what level in Tier 2 you are.
Recruiting at the moment (yes/no/maybe/perhaps if you play your cards right): Depends, but not currently (Unless there's someone we particularly wish to include/invite). This IS subject to change.

One other thing: Someone can add a lower than tier 2 character if they are already in BLooD with a tier 3+ alternative character.
