In this occurrence, if asked, you say, 'No, I don't have to, it is a public server.' then that should be the end of it. If the players continue to hassle you then by all means get an admin involved. There has been a few people/houses that try to 'take over' public servers and that is certainly not fair and is considered harassment and we like to keep track of who does this as it is a no-no.
