Yes, it is an arbitrary restriction. You have no guarantee that having only 6 commandos and x number of the other classes will lead to the most effective set up. That is your whole reason for doing this, it's randomly chosen numbers of each class because you think it will be best, not because of any actual proof. Certain maps also need less or more of a certain class, and it is possible to reach prince with 16 pikemen or 16 commandos or 16 snipers or 16 crossbowmen. The restriction is pointless.  ...
