Not something i have heard of before, and i wouldn't know if there is a different way around it or not, but in my thoughts, your best way of getting this resolved is to either disband the house, and re-create it ( this time hopefully your captian will press accept 
it is either that or visit the IRC here: http://webchat.freenode.net/?channels=#nordinvasion (or if that doesnt work it should be in the top right of your screen) and contact a developer or an Admin about this.
