Just a question here, you say the bow has a difficulty of 1 does that mean the bow can be used by tier one archers?

Normal: Prince old, Prince new.
Hard: Wave 19 old, Ragnar new.
Ragnarok: Wave 12 old, wave 12 new.

No, it means they can pick it up (along with anyone else with a Power Draw of 1, which is everyone). What can be equipped on the site is separate from what can be picked up in game.
