Not sure if it is a bug and I only noticed it today.
There's no yellow/orange/What ever crosshair on Mountain Outpost

Because the snow is painted over the original grassy terrain, which also explains those green'ish spots.
The crosshair is changed to an orange one when "snowy" is chosen as terrain type in the scenecode, might be possible to fix it by changing the scene code, but thats probably gonna mess up the groundtextures completely.

Not really. You only need to change the outer terrain code (4th line) to snow in stead of plain. It only change the background but according
to your post it should fix it. Painting itself doesn't change the crosshair at all.

Terrain, not outer terrain..

First one is for plain terrain, second one is snow terrain.
You can try changing this in your NI module and check if it fixes the problem by the way, just search for the scene code in your scenes.txt and replace that first letter after the initial rows of zeros with a 4.
(Cant guarantee that this works/doesnt fuck the map up, as scene codes in warband work in miraculous ways and I havent tested it yet.)
