I would suggest one of those:

1. reasonable throwing weapon. CTS is fine. VHTA have the advantage of being a strong 1H (55c) as well and you can hold 45 of them + shield. Using VHTA I often give my 1H sword to someone who needs it more and it works fine. I see also those of inf who can pick up VHTA use them as 1H quite often. The aim is however far behind CTS. Do not be mistaken by stats given (accuracy is 140 for VHTA, 118 CTS, 120 Pilum), VHTA have power throw requirement and that decreases aim pretty much (so it feels like 100 maybe). So VHTA are great to throw at those on the other side of cade (headshot, headshot, headshot...) but if you attempt to hit rangers from afar then you're in trouble. Ofc there is the Pilum, 2 x price of CTS but aim is better.

2. shield. Being Legionnaire you should be ready to shield for the team if no RG present. I use Royal Shield, Swadian Resilience is also pretty popular. To be true, while shielding I do not notice difference between them. Whent it comes to shields the trouble is they are quite expensive for Legionnaire, since good and cheap Defender Shield is not available for.

Once you have throwables and shield, I would go for gauntlets. With gauntlets you get a +2 body armor upgrade every time you buy better ones and that for a very nice price. To get the same upgrade by changing your body armour will cost 2-3 x more.

VHTA's are the best weapon for a low budget legionnaire to get.  I used them for over a year and only stopped when I looted Ragnar's Wrath.  Legionnaire's when throwing should not be targeting rangers.  If you kill all the guys at the shield wall,  Just go melee the rangers.

The VHTA's are one of the most undervalued items in game.  Contrary to popular belief,  CTS are NOT better.  Neither are Pilum to be honest.  They are just about as good as Twigs are in damage dealt.

Shield is the other importent thing for a legionnaire to have.  Every time if its between a Zwiehander and A Legionnaire about filling the last shielding spot,  The legionnaire will end up doing the shielding.

That is surely a good suggestion. Small cost, reasonable armor upgrade.

As a legionnaire I suggest you to buy plate mittens immediately, then sell dragon axe and buy vhta(you can use it both as a throwing weapon and 1h). After that, buy a royal shield or swadian studded steel shield if you can afford.

Also I must say that I gave priority to weapons since I love attacking and playing aggressive. But if you want to play calm and more reasonable , buy a better shield first.

And I'm telling again, buy plate mittens before anything else.

Nah, Turbo, what do you need this HWH for Legio for? Legio excels in 1H... VHTA is just as good as it could be unless one can afford DWP or Illustrious. Get better body armour instead.

That doesn't mean legionnaires have a low 2h proficency. In fact, it's actually higher than their throwing yet I see many legionnaires with a CTS or Pilum instead of a nice 2h. I tend to get the majority of my kills with my stone maul than with my VHTA so this seems kinda silly to me.

Disregarding that, I think Turbo's items would be pretty good. However, I wouldn't buy the Defender Boots unless you have a big budget since foot armor isn't all that great.

My suggestions for a low budget Legionnaire:

Plate Mittens - 100k
Visored Salet/Pigface Klapvisor/Sugarloaf/Hornskull - ~400k
Swadian Heavy Lamellar - 400k
Marketplace Boots - 7k

VHTA - 1.6m
SKS - 50k
Butcher/Highlander Claymore/Boarding Axe - 400k

SHC - 400k

Those are the basic items I would go for - from there you can upgrade them. I'd recommend starting the upgrades with either a better 2h or shield.
