Maybe you are asking, how it works. Its simple. 
I create a character with the name Casino_Bot_1 and Casino_Bot_2. 
On this Chars i will put the money from the pots
You can choice four numbers between 1-9.
Every Thursday and Suturday i will show you numbers (which are randomly generated over  https://www.random.org/).
If you hit 3 from 4 numbers you will get 10percent of the pot.
If you hit 4 from 4 numbers you get the whole pot.
If happens both the guy, who hitted 4 from 4 numbers you get everything.
If 2 or more hits all 4 numbers, it will get splitted fair (2 winner everyone get 50% of the pot).

How the post should looks like:
Pot: starter, small or big (maybe i will add a billionaire bot or something like that)
Lucky Numbers: 5935 

What is the starter pot? In the starter pot you have to 10k (10k goes to the bot)
What is the small pot? In the small pot you have to 50k (50k goes to the bot)
What is the big pot? In the big pot you have to 100k (100k goes to the bot)

Because i dont want to flood the forum, every post will deleted after 2 weeks.

If the pot shouldnt hitted after 1month the numbers you need to hit changes to 3

No need for overinterpretations guys. The idea itself sounds like fun it just needs details worked out.
Perhaps you might make the rule if none wins in 3 months then at the next lottery drawing the one with the highest numbers hit wins (even if he hits just 1). If none hits even 1 number, the rule applies for the following draw. (Actually the chance to hit 1 number is 44% so it shouldn't happen, btw do I calculate correctly that the chance to hit 4 numbers is 1/220?).
You might also ask an admin to watch the thing over to ensure players no scam will happen.

btw. what's the thing with Russians, anyway?

Assuming the numbers are required to be in order, numbers can be repeated (as shown in his example of 5935), and given that the options are 1-9 (rather than 0-9) the math to calculate your odds of getting all four numbers would be 1 in 9*9*9*9 (could also be phrased as (1/9) * (1/9) * (1/9) * (1/9))  or 1 in 6561.  Several bosses have a higher drop rate than that.  With the same assumptions, your chance of hitting the correct number for at least one of the four slots would be 1/9*4 = 4/9 = 44.44%.
