I'm outside Glasgow and my "nearest" server is London. When I lived in Aberdeen it was Lancashire one day and Yorkshire the next. Interwebs is funny.

No doubt about that... I think it's the upload that puts him 97% there... 100mbps is fairly common down in cities, but upload here is diabolical.
