No it doesn't, the devs took out HA for a good reason and that's because it has to real use for a team on top of the fact of how OP HA is. this game was made for teamwork and a horse archer is a solo machine. i don't expect we'll be seeing them again.

if you really want horse archery in this game, go find the tactics of Attila the Hun or Genghis Khan. they used horse archers with teamwork and if you find some tactics that can be used in this mod the perhaps we can talk about it
the disadvantage of long lines is that people get lost in the text

Horse archery was removed because of the severe adverse nature on teamwork. If you want an official statement on it I'm sure the devs would be happy to go into detail.
