Can't play with an account from a new CD-Key

Hello, my brother is having a problem with his account. He used to play some time ago and now he has a Steam version of the game with a new CD-Key, but in-game he can't use his account's equipment. Can a developer or administrator provide some assistance?

I just jumped on IRC and asked a developer for help

you have to make some characters on the new CD key and give them the ids of both new characters and old characters

then they will just swap the characters
