Hmm, this is interesting news.

Developers did deny that is was only nord leaders that dropped them, they confirmed assassins did give drops (as did people getting drops from them). They didn't say there weren't other enemies that also dropped items. I personally did suspect this to be the case, but I guess not. Such intrigue...

its been that way for a while but I think it is incredibly low chance and I have only ever seen it drop a feindish bow.
