Hi, I made a new character a bit before patch, and just started playing recently, but noticed theirs no quests available. I cant remember if quests are unlocked at a certain level (currently level 12)? If not, Im not sure what else it could be.

Any input appreciated. Thanks

It is a bug that is being worked on.  Not much to do about it until it gets fixed.
