Well, that's what admins are for. There's always a way to use new functions to troll, but honestly, I've never seen anyone do something like that in mods where the mute does work.
Hell, take a look at the AU servers. They currently have almost no admin staff to look after em, aside from the NA admins during US primetime. A mute function could work wonders there.

I think if you see someone trolling you can go to irc and report him ,that would have nothing to do with the mute.

Yes, that's what seasoned players of the mod are like to do, but it's an effort not many people make to tab out of the game, open up IRC, log-in, and inform people about a troll (unless he's really obnoxious, of course). It's a lot easier to just go to the main menu, click Mute Player, his name, and done.
I dunno, it has always bugged me muting players doesn't work properly in NI, so I personally would like to see it fixed, which (hopefully) shouldn't be that hard of a change.

It wouldn`t be good to mute the U chat. I agree that it would make more problems than it would solve.

I don't really like the idea of muting people on your team in a teamwork based game.  I do understand that sometimes there are chat spammers or rude people, but I'm honestly convinced that usually when someone is spamming the chat or being rude, the first thing someone else will do is not mute him but rather be very rude back and escalate an argument.

Several other valid points have been made throughout this thread - this is not something that we currently want implemented.
