Move all orange loot to useable by all.

Tr4 is for people that don't have the money or xp to go to hero. That step can be had at a week or less if you feel up to the grind. 

I think all orange things would be ok at either tr0 or tr1 like wormbane and how the old stats were.


I don't think it's op at all as all good armour is still hero locked and 2 well the stats you have are shit all as well.
