[Open] Rain on Maps

While this is not a bug per se, it nonetheless kinda fits this forum.

Weather impacts both damage and horse speed (engine coded)
all damage dealt by all archers (15% dmg reduction) and crossbowmen (25% dmg reduction) is reduced during rain.

Currently Maps with rain is Swadian Night Raid (Cav) and Hidden Valley

Neither Fog nor Snow seem to implicate any negative effects
