is it normal that my commando lvl 39 has 30 strenght and only 14 agility? my pikeman is lvl 44 and has 30 str and 30 agility. even my archer lvl 37 has 26 str and 30 agi

You should put more xp into ranged, ranged xp increases agility.

Nope, 30 is the max for both strength and agility.
