This is false information. Boots used to require a pair of house crafted boots and 2 million gold worth of market goods, there was no upgrade kit in the recipe. This can be checked in Nka's house crafting thread which still has the previous upgrade recipes (up to date till this change), and no boots required an upgrade kit.
This is in reference to the relationship between new boot recipes and other new recipes, not between new boot recipes and old boot recipes.
