Even if it only increases assist xp by 1.5 or 2x.. it would be pretty big increase for activity at primetime for all regions
But isn't the idea that people would gather at certain "Happy Hour" times to populate the servers? If everyone can use this special item whenever they want to, it would negate such an effect.
The problem is: Unlike Mercs, you've got a pop that extends worldwide. Most of NA and AU wouldn't be able to attend a set happy hour. I understand that some would want one for NA or EU but quite honestly that would impact events as Baron said.
