make dwarf axe usable by everyone

it would fit as aurorablade was the red legendary usable for everyone, but now there is only orange wormbane .

making dwarf axe a  red usable by everyone legendary would give this axe its niche (maybe add 1h mode?)

also ken would be able to roleplay as a siege master

This was for a very old balance
At the moment all legendarys aside from wormbane are class locked to keep stuff more balanced
In this respect it might have fit in the old balance you are talking about 
But not the new one that is up right now

Also as I think the only person who has upgraded it this would be the most OP weapon ever
