Difficulty determined by our levels

Difficulty (how many AI spawn) should be determined by the sum of all player levels on the server, not by how many players there are
Pros:
1. Level 1 players will no longer cause the entire steam to die by spawning 5 additional zweihanders that they cant defeat
2. A server full of commandos and snipers will no longer brush through waves without really trying
3. It's my idea so it has to be good
