Regenerating shields with arrows

As shields can be a vital part to the game, im not sure it should be so easy to restore them, however i was thinking to balance this, maybe adding a shrine or something, where you can pay ~100 gold to restore your shield / health / ammo / everything in one go, and it only takes about 5 seconds? What do you think?
