It would be a nice idea if weather effects affected bots. Things like fog and rain would definitely decrease visibility, giving an obvious disadvantage to archers. Of course, it would be deleterious to infantry and cavalry alike -- though the side effects wouldn't be as obvious (e.g. not knowing every direction of the enemy approach). If the bots had equal troubles aiming through fog, then it might work better.
Currently, the fog on mountain pass allows enemy rangers to fire at you from their spawn while your friendly archers are given no recourse.
