Maybe, but it will be hard to balance.
Stats should be about HC, but with upgrade option.
But for unpopular classes Red Armours are already dirty cheap (not much more then HC).
So, let's say, implement only for popular ones.
It will ruin a market a bit, because Oranges price are usually cheaper then HC.
You can fix it however by increasing HC demand by requiring it in Orange upgrade. For example, now Heavy Bear Armour is not usable in upgrade recipes, but Royal Sniper is. So market is unbalanced a bit.
Another thing is no quality models. I remember jugger Saviour set or whatever it was called. It looked funny sure. But incredibly stupid. Was remodeled quite fast.
And with current situation when everyone only thinks about development for BL... doubt NI can find someone who can make 4-5 armour sets. Normal sets not saviour ones.
So while the idea is not that bad per se, it can't be really implemented on practice.
If by any chance someone will make NI2 - orange armours are not bad to have in it.
