It is a fix in general. The random gear appears in the correct slots as it used to be. 
True, those heavy stat items are gone but perhaps they weren‘t even supposed to be in the rotation of random gear so could be a fix as well even though it was quite fun to play with it.

Yup, it was never intended to give stuff like the Gungnir and hailer bows to players.
Should have been pretty obvious.
