Cursed War Pick should cost only one upgrade material

why not instead increase it to 2 for mortifier aswell? consider it to be a t5 all hero weapon so it should cost 2, just like wulfsbane or eastern blade do

make zephyr or typhoon cost 1 since they are only usable by 1 hero . or overall all legendaries locked to less than 3  (maybe less than 4) heroes only cost 1 instead

All Red loots would be worth the same value. I can say this (your opinion) from the "Winter" event rewards.

Illustrious  locked to 3 different (1 inf)
Rebellion locked to 1 class
Steel Stinger locked to 1 class

Mortifer usable by 4 classes ( 4 inf)

It would make upgrading a more accessible to all, but then we'll have to adjust many more legedaries that follow the same meta, for example EB, Durendal, Wulfsbane etc, etc. The recipe will stay at 2.
